I rinsed with water to get the "sticky" stuff off of it, it turns on, but the keys are locked for some reason and all i can do is turn it on and off. Will my cell ever work again?

Here is what I have done to revive dunked cells...

1) remove the battery and dry it off as best you can
2) shake out as much water as you can
3) place both the battery and cell on a warm place where air moves rather quick. I like the back of the TV, that warm grill in the back... turn on the tube and leave on all night, this removes excess water and may cure your phone.

The trick is the warm flowing air. If you do manage to revive your cell, you will be getting a new one in the near future (within a year) as corrosion does take over and kills the phone so be ready.

WARNING: DO NOT MICROWAVE IT.

Although this may be too late since you turned your phone on after it was dunked you can still try this:

Take your phone apart and rinse the phone in distilled water, distilled water does not contain the impurities that regular water contains and will remove much of the orange juice which naturally will cause corrosion on your phone.

When rinsing your phone, don't completely dunk it, be smart because water can get some places that is very difficult to get it out of.

The next step is to clean all of the electric components with rubbing alcohol. Rubbing alcohol displaces water and will help clean your electric components. Use a toothbrush to clean off all of the little parts.

The last step is LET IT DRY! Use a blow dryer to speed up the process but take your time.

I have saved phones that have been dunked many times with these steps.

You probably wrecked it by rinsing it. Best thing is to remove the battery and let it dry off completely. When dry try it again. If it still locks up, remove the cover and clean the keypad with a mild detergent then dry it again. It that fails get an upgrade.

take the battery out of it on the instant. Use a hair dryer to get any extra water off the telephone and battery. provide it 40 8 hour to dry and there's a 50% possibility that it ought to artwork. I heard this from a franchise proprietor of a Verizon prompt save.

Why in the world would you rinse it with water?? You probably just further ruined it more than anything,
Try running a hot blow dryer over it and drying it off.
If that doesn't work, i think you better warm up the car and head to the Verizon store.

First remove the battery. Un assemble all the parts which r all possible by you, such as Covers, Battery, Outer cover etc., Dry it out in a shaded place for 2 days. Assemble all the pieces together it will start functioning.

Patience. That's the key. Take the phone all apart, rinse what parts you can (keys if they come out of face plate - etc) and let it sit somewhere dry and warm for SEVERAL days.

It should work if you leave it sit :) Like I said, patience is key :)
