What kind of paint? If it is like finger paint then try Mr. Cleans Magic eraser. If it is wall paint then you are just going to have to repaint your walls.

Generally you would paint over it.
If you spilled paint on your wall that's a different color than what your wall is chip off a piece of paint of the actual wall's color and take it into home depot or lowes and they can mix you up a batch of paint that will be identical...I've had to do this a few times... works great!
Now if your just trying to strip the wall of all paint use some paint thinner and steel wool

If it's a standard sheet rock wall, you don't. The sheetrock is made of paper and the paint has actually soaked into it. You can try sanding, but that will wear off the upper layers of the sheet rock. The easiest thing to do is paint over it. If it's a rough surface sand and/or plaster it.

if your talking about putting a different color on walls,a light sanding will prep it for a new coat of paint.
