The air pressure inside the balloon would cause it to swell. This would happen because there is no atmosphere on the moon. On earth, the atmospheric pressure would act on the exterior surface of the balloon, balancing the pressure. Without this atmospheric pressure, the balloon would continue to swell until burst.

It would probably burst, but it all depends on the pressure inside the ballon and the thickness of the balloon walls.
If the pressure inside the balloon was greater than the strength of the walls, then it would burst, but if it was less, then nothing would happen. It wouldn't even float away. It would simply fall slowly to the ground and stay there.
