Yes, they can be because a song is telling a story in the same way that a monologue is. It's a very effective & age old practice used by musicians to communicate their feelings or what they've got on their minds.

Monologue, yes, poetry not really. Lyrics are usually the release of intense feelings, like someone who wants to get something off his or her chest. Very much like a monologue in a theatrical play. Very few songs, however, is pure poetry from start to finish.

yes sure... all the songs say a story!! either the writer's or someone else's... sometimes they just seem to say ur story even!!! they can surely be called a monologue...

I don't see why not. They serve the same purpose right? Telling a story? I say go for it.
