Suddenly, my car's electrical windows no longer respond. Do I need a new fuse in the electrical system? How much does it cost? If not, what else could be the problem?

It could be several things. In order to trouble shoot, go from the simplist to the most difficult. Check the fuse first, if a new one is needed it cost very little, less than a dollar probably. Check all windows that are electric. You may have independent motors, and only one may be bad. First, check to see if the motor is getting electricity. Look for broken wiring or anything that may cause a short circuit. Also, windows may only work with ignition switch on, so ensure any electrical checks are do with ignition on. Good luck

If all the windows stopped working at the same time, it could be a fuse. Or the window switch. Check the fuses first. If they are OK, check the switch by removing it and using a 12 volt test light. Probe the hot wires, if OK, push the switches and probe the wires going to the window motors. If those wires are Ok, it's the window motors. But it's not likely they all quit working at the same time. Hope this helps.
