its an "occupational fraud "term
A ghost employee is a fictitious employee added to the payroll. The wages or salary paid to the ghost is taken by the perpetrator. This fraud relies on business owners not knowing all of their employees or be able to recognize false names on an employee list.

A ghost Employee is a person existing on the payroll for another to collect an additional payroll check. it is a method of skimming money. Often a person will acquire another's SSN and use that or a birth certificate unfortunately this happens to most whom have died. So there SSN is not being used and at tax time there is litttle to know reprocutions, the chances are if a person is doing this they have automatic payroll deposit for at least the Ghost employee or they would not be able to pick up another's check, so it is an elaborate scam and becomes Federal regardless if they are in a federal job or not as soon as it hits the bank as that is governed by Federal security of deposit. You can easily do a google search for obituaries then obtain a birth certificate giving all parental information enough info there to obtain a SS card for that deceased person or pay for it on-line through People Search or some use the Gena logy Search which often offers specials for so many free days giving them access to SSN numbers Birth certificate info passports if they have had one and military info. It is a scam for more money. Unless an employer is tipped often hard to track seeings P.O boxes are often used for the Ghost Employee. And they set up the PO box with the same fake info that they gave the payroll department of there employer. And seeings the checks are automatically deposited to an account more likely than not the person never even has to enter the bank once the account was set up using Debit cards to spend the money. that is what I know

It means thy had a friend/family member on the payroll getting a check every week even though they weren't actually an employee. That's happened here, and that's what they called it...so that's my story and I'm sticking to it.
