The word 'tower' refers to the computer case size.
Most PCs use mid-tower cases, where they stand upright and have three external drive bays for devices like CDROMs and at least 2 internal drive bays for hard drives (not including the drive bay for a floppy disk drive). Computer cases these days have more than 2 internal drive bays.
A full tower case is taller and has more external and internal drive bays. You would buy this type of computer case if you plan on installing many devices.

Pc's come in tower or desktop configurations. The tower pc is usually placed on the floor while the desktop is usually (as the name implies)on a desk.
