Everyone knows it won't and yet most do cry. Obviously no one cries with the aim of getting the milk back in the glass. Crying is a reflex action consequent to the spilling - no one would keep crying for ever.

Sometimes, it is not just some milk spilt, it is a much bigger negative event and then the crying and sadness can continue for quite some time. Especially if an error made by us has such a lasting impact that we are forced to see its fallout day ion and day out. In that case it is not crying over spilt milk. it is grieving an avoidable blunder of lasting impact and high magnitude.

No. You are a big one and you cry crocodile tears. That will increase the volume of the liquid until there is far too much to be turkey-baster-ed back into the glass. If you spilled it in a house that was run by cats, you wouldn't act quickly enough. The cats would have milk- meow-staches and the floor would be relatively clean.

No but your tears will forever stain your heart, dilute the milk and make an even bigger mess than before. Best just to clean it up so there isn't a smelly crusty milk mess on the floor/counter top for you to worry about later.
