On the album, Small Change, the following is written: "For the lyrics to "Step Right Up" send by prepaid mail a photo of yourself, two dead creeping charlies, and a self addressed stamped envelope to: the Tropicana Motor Hotel, Hollywood, California c/o Young Tom Waits".

What exactly does this mean?

As I said, assuming it is NOT the (ivy) plant. Why would TW want a dead plant?

The statement is a goof from the company. I don't know what a creeping Charlie is but why would they need your photo to send you song lyrics? The name Young Tom Waits is also a goof. It really means a young man named Tom waits for you at the motel (Motor Hotel). It's a joke. Don't take it seriously.
