i dont know where the movie took place, but the real story and the movie i hear are pretty much the same.. Only catch is (like The Perfect Storm) there is only so much they knew for sure.
The only evidence of the fate of the two people (there is a video at the end of the movie) is when someone catches and kills a shark and when they empty it's stomach there's a diving camera in it that matches that of the two divers.

In the movie - they mention that such an occurance is not unusual. according to imdb trivia - the film is based on an incident in Australia.
"The film is inspired by the 1998 disappearance of Tom and Eileen Lonergan, who were left behind by their diving boat off the coast of the Great Barrier Reef in Australia."

"Open Water" is not based on a true story - it was, however, inspired by actual events.
The events that "inspired" the movie involved a couple by the name of Tom and Eileen Longergan, and it was off the coast of Australia.

I don't know if it's based on that particualr true story, but the movie was long and they died at the end. It was horrible. Just floating around in the water all day and all night in the middle of nowhere, then to end up as shark dinner. Horrid, just horrid.
