Previous experience has shown that can take up to three weeks to complete revision of artwork. If this work were outsourced, it could be completed much faster by persons with more training and experience than us.
I propose that I do a search and present my findings regarding cost / benefits of such a course of action.

No, I don't think this will work. If you do not understand English well enough to write a business memorandum with confidence (and you don't, since the paragraph is anything but businesslike and professional sounding), then you must concentrate on learning English, and not trying to "outsource" your writing and editing job to people here, for free!
What does "three work long" mean? three weeks long? Three long weeks of hard work that you would rather not do? Three people working on it? What? The last line is completely gratuitous, and actually rather condescending to your boss.
And if you don't know those words, you should be sufficiently familiar with a dictionary to look them up.

This is with reference to the revision of artwork. Based on my experience this task could take up to 3 working days to complete. Bearing that in mind, may I kindly suggest we outsource this revision altogether. It would not only save time, but also free-up resources.
I would appreciate if you could please consider this proposal and provide your concurrence in order to enable me to make the necessary arrangement.
