There could be more than one reason for you to get that "HTTP 403 Forbidden" error...
but i will give you the main reason for that.
It means the person who is getting this error do not have access permission to that particular webpage that he is trying to access.
for eg,
most of the companies have their own intranet sites. But that cannot be accessed by others beacuse they do not have access to that site and they will get this error.
and inorder that you have to give access to those sites you have to be the web admin who has control over the server where the page has been launched......
The settings can be changed in IIS of the server.

make particular each and all the wonderful lighting fixtures are lit up on the front of the modem, .....Unplug each and all the wires to the modem and unplug the capability, close down the computing device for approximately 2 minutes then plug in the capability to the modem and plug in all wires settle for the cable, turn computing device on and enable all of it load then plug in the Cable connection to the modem. could artwork after some seconds

check the fire wall settings and may be the page you are trying to see is password protected.
