Are you talking about all-seating stadia or the old days of standing? Hampden Park in Scotland has the highest European record of 149,415 in the Scotland v England match of 1937 but that was standing. The Estadio do Maracana in Brazil originally had a standing capacity of 200,000 but this was reduced to 77.720 seated or 107,022 standing. Hampden has a couple of other European records with similar attendances.
