i don't think any one record stands out as being lyricall superior. i mean his early stuff, like another side or freewheelin are great, just bob, his voice and a guitar. they are reliant more on the lyrics, but stuff like blood on the tracks, blonde on blonde are a great mix of great lyrics, and great backing music.
i'll go with blood on the tracks, because of 'tangled up in blue'
check out the real live version of that song with alternate lyrics. even better than the first.
of his newest albums, 'time out of mind' is his best lyrically. 'to make you feel my love' has already been covered in true dylan fashion by countless artists, most famously, that country singer with the big hat that has sold billions of records. when that guy is singing your songs, you've done something great.

they are all great, the lyrics.
It's hard to tell because all his life is in it.

There can be just albums you like more than others at a particular stage of your life, because you are changing all the time.
