And where would I go to get feedback on the business plan so I may revise it to the best possible format?

Look for an organization called SCORE. It is comprised of retired business men and women who help out people like you.

Plenty of books are available at your public library which will show you many business plans suitable for your purpose. Normally you will present your proposal to a lending institution or perhaps a venture capital firm; however, you can pitch your plan to private investors... which could be your best approach. Bottom line: What's more important than the business plan is YOU. You will have to sell to others the idea that you are worth the kind of money you're looking to borrow.
