Waiters and servers in the Philippines don't earn much. Plus, most Filipinos don't leave tips. There is no incentive for them to be better. And, they might not have been trained any better, too.

As a foreigner in the Philippines, I was surprised at how restaurants don't usually serve everyone at the same table the same time. One person might be finished his meal before the other person's meal has even arrived. I did not like that. In Canada, that would be unacceptable.
Filipinos are great people and very hospitable, but time seems to mean nothing! In general, Filipinos are very reluctant to complain of poor service, and dont show much appreciation for good service.

because some of the people dont care for the service they do care for the food they eat... Sometimes it comes late sometimes it comes early but it depends of what kind of services you've been into. Some establishments is doing fast services but you cannot compare the Filipino services to other countries cuz it's Filipino style...Be orginal!!

Because it's expected or accepted or perhaps all the restaurants in your area are 2 star chain restaurants. You may have to venture further out or pay more to find good service.

Perhaps there is not enough restaurants to give competition. In the Chicago area, there are many fine restaurants so if you get bad service, there are plenty more to go to.

Maybe because Filipinos don't complain much or should I say they are not that assertive as consumers or customers.
