well it depends on the offense if the person is on a consistent basis speeding lets say 90 in a 65 or 20mph over the lI'mit then yes im sorry but a bad and careless driver puts not only his or her own life at risk but the people around them i mean we already play Russian rulet getting into a car knowing there will be some jerk in a hurry and cuts you off or follows you to close and not to mention the road rage i bet if everyone would just drive with some common sense and pay more attention than talking on the phone or whatever and maybe leave home 15 to 20 mins Early because they know the roads will be bad then we would have less accidents

To what degree is the habitual offence? Speeding? Running red lights? Or something far more sinister, like driving drunk? I believe repeat drunk driving offenders are absolutely criminals, because they choose to impair themselves then endanger everyone around them. As to the other offences, why can't a repeat offender learn some self control and stop doing them? Isn't it a bit childish to get caught doing the same silly thing over and over? If you do it enough, yeah, sure, why shouldn't it be criminal? Society works because we all follow the same rules, and those rules should apply to everyone, regardless.

yes. don't drive if you are not insured, or licensed take a bus. You don't have the responsibility to take care of this part of your life then you more than likely wouldn't be around to clean up your mess if somebody got hurt. Take the bus or walk. They do it all over the world. It won't kill you and it will make you feel better about yourself
