Your question does not make that much sense...
But, if you are asking if you can leave your country, then I guess it depends on your own situation, the country you are leaving and the country you are entering and how long you intend to stay, is it a holiday or is this permanent?
You will need a passport (or a valid ID card in the EU) and possibly a visa or some other formal documents if you are going to a country such as the US (?)

Which country are we talking about here? And why couldn't you leave it? Have you a criminal record? Do you mean "for country" or "of country"? For country means going out into the rural area for a picnic or something. Of country means you want to leave whatever country you are living in.
Why don't you check with the appropriate government agency to see if you can get a Visa or Passport?

If you have a passport, abundant money in your pocket and if you a approach a travel agent, obviously you can go outside for so many countries as a tourist.

i think u mean whether u can go abroad and still prevent brain drain.yes when u r representing ur nation u can do so.leander paes stays abroad but brings glory to india.so do many others.
