Depends on where you live, and where he lives, and what each of your financial situations is.

If his has changed significantly thru no fault of his own (disabled, laid off, downsized, etc), he can petition the court to reduce the amount owed. In some cases, he may ask the court that his child support obligation be eliminated while retraining.

If your income has increased, and his has decreased or stayed the same, the court can adjust child support obligations of both parties.

If he pays up his child support in full, he can pettion for full custody and have you ordered to pay child support (this happened to me, after my xH had been behind in payments for awhile).

If none of the above apply, ususally the first step is to enact a wage garnishment (assuming you live in the same state, or the state he lives in allows garnishment for child suport). Ususally, a person has to be at least three to six months in arrears for this to happen.

Likewise, a person needs to be either in arrears by a specified length of time and/or dollar amount before the county prosecutor will consider filing charges and having an arrest warrant issued.
