But I think that almost any country could be romantic if you are with the right person.

Hmm good question. Not sure, I'm not really well travelled but I would be inclined to say Italy.
And yes I have been to France!
I also find Scotland romantic, not Britain in general, just Scotland.

Hands down Italy! To be even more specific though Florence is by far most romantic city within Italy.
