i assume you need a licence to sell alcohol.
you need two licences a premises licence and a personal licence
in order to obtain a personal licence you will need to pass the BIIAB Level2 personal licence holders certification then obtain a basic certificate of conviction then apply to the local licensing authority for your personal licence.
the application for a premises licence is made to the licensing authority also and is a very complex form and good luck

You have to apply to your local council for an application to sell intoxicating liquer now. Thats who deals with it now since the 24 hour drinking came into effect. My brother is a secretary for a working mens club.
