Depends - if it is a cheaper drive, then this is quite common whilst your PC is accessing any data stored on the drive (or writing new data).
If it is decent-quality drive, it is a sign that you're either working it extremely hard, or that it is about time to get a new one

It is begining to fail - the heads are flipping back and fore trying to read and re read data from a sector, it is having dificulty reading the sector so it just re reads it until it can piece together the data. You should back up the drive immediately and replace it .
