Probably because they are seasonal items (Halloween) and so many costume shops, shoe stores and specialty sellers like Fredericks carry them. Department stores just wouldn't have enough year-round demand to keep them in stock, if nobody is buying...

Lots of online stores do...or you could go to Fredericks of Hollywood at the mall. They carried them at one time.
