there are two things you should try:

1. Increase the RAM on your computer. You should have at least 128 MB RAM or higher to make your IE run properly. Higher the RAM faster is the access to web sites...

2. Need to increase virtual memory of your computer... For XP Prof Virtual memory can be increased by going to Control Panel > System > Advanced > Performance > Settings > Advanced > Virtual Memory > Change (button). Enter the max VM shown and hit save. Hope this should resolve the issue of your IE icon.. If the problem still persists then pls write to me offline at just_4_frenz at yahoo

Do this:
Right click on My Computer
Click
Properties
Advanced
Performance settings
Advanced
By virtual memory click "Change" button
Check System Managed Size box
Click accept.
Restart your PC.
It will take a while and then It'll be ok.
Besides, you have to clean your computer, maybe it has adwares and spyware for the sites you have visited. There's one Antispyware for free which really works well called Ad-aware-Se Personal, visit www.lavasoft.com for getting it. Run it and you'll see the results.
You have to check the RAM of your PC, 512Mb. of RAM is Ok.

When you open any website, it will downloaded on your memory (RAM). So, this problem may be caused by the small amount of memory and there are many applications running in the back at the startup of your computer

If you know you have enough memory, you might have a virus. Do a virus scan and find out.
