VOIP = Voice over Internet Protocol.
VOIP means telephone service over the internet. In the past, telephone service was always over its own telephone wires. With advance of internet, it is now possible to have a telephone attached to the internet, even if there are no telephone wires. It could be attached to your cable service for internet, or any other kind of digital internet service, the same as your computer is attached.
When you use VOIP, you may need a special phone but it will look on the outside just like an ordinary phone. You would dial phone numbers just the same way. The difference is that your calling charges would be based on the costs of internet. This might make a big difference if you do a lot of long distance telephone calls.
With VOIP, you can call anyone who has a phone, just the same as if you had a regular telephone line.

Many companies, including Vonage, 8x8 and AT&T (CallVantage), typically offer calling within the country for a fixed fee and a low per-minute charge for international. Broadband Internet access (cable or DSL) is required, and regular house phones plug into an analog telephone adapter (ATA) provided by the company or purchased from a third party.

voice over IP (internet protocol) is a protocol for routing voice conversations over the internet as opposed to the public switch telephone network (PSTN).
It's a completely different way of moving voice as internet protocol routes data packets much different then the switch system used by regular phones do.
It's also much cheaper and allows calling computers (today there are also companies do VoIP on cell phones instead of using the PSTN).
A very interesting technology :) and one that will likely impact the economy and lots of telecoms.

"Voice over Internet protocol". What it actually does is turn your analog voice (like a plain old phone connection with copper wires) into data bits, then packages them into consecutive packets of data, sends them over a public or private IP network, and rebuilds them on the other side, then plays them back to the listener just like any other sound (mp3, etc.) coming out of your computer. Advantages of this are the internet is usually unmetered. In theory, no LD charges, but if you use a VOIP service, you might still pay them something. You would also pay if you use a metered service like data over cellular. But there are a lot of ways to do it yourself without a paid service. Usually the advantage of services are ease of use and sometimes a better quality sound. Also, if you have broadband over something else other than DSL (like cable), which requires a phone line, you could stop paying a phone bill, and do all your calling over your cable connection. Keep in mind, this sometimes causes problems with 911, and if you lose power, you lose voice too (with plain phone service, it works even without power). And you do need broadband - I've seen it done over a fast dialup connection, and it becomes more like talking on a bad CB radio with a lot of echo and delay. very frustrating.
