The Silver Sufer has already been an avatar of Captain Universe. It all happened in a one shot issue titled "Silver Surfer/Captain Marvel" #1. Be sure to pick up a copy at your local comic book store.

Considering that when Spiderman had the Captain Universe powers he was able to breeze through the Hulk, Graviton, Titania and others because it greatly augmented his already existing powers, watch out. If the Surfer ever held a grudge against Galactus for messing with his conscieness, or imprisoning him on Earth, now the Surfer would have power enough to take it to the big guy. There are more likely targets though, Mephisto, Thanos, Morg, the list goes on and on...
