This is when they put a whole bunch of pictures together and then it forms one picture.

I believe you are talking about photo montage or photo mosaic both of which takes pictures and create a larger unique picture out of them. It is a wonderful technique when successful and is a lot better than a collage which tends to be a bit unrefined.
You can do a search on either and come up with samples as well as tutorials and artists.Have fun!!

I don't know...and I don't know that it constitutes art. But I have a great deal of trouble defining what art is other than something that gives me pleasure.
