I agree with a previous answer that "proper english" may be a close second.
My guess is Welsh - at least in the schools and villages in wales, followed by urdu and polish.

On a lighter note, i'd say PROPER ENGLISH!!. Okey just kidding. Must be something from the Asian Sub continent or even a nigerian dialect. But my vote goes to PROPER ENGLISH. Does anyone even remember what that is??
