I should have put down that My Taskbar Isn't Locked. And Yes, I have tried to drag the bar back to the bottom f the page.

Accidents do happen.
Put the cursor over the menu/task bar, preferably where there is no task. hold the left mouse button down and drag the bar to the bottom of the page. Release the mouse button. You do not see the bar move as you drag the bar, but if the cursor is at the bottom of the page when you release the mouse button, the task bar will magically appear at the bottom of the page.

First you need to right click the taskbar and make sure the setting 'lock the taskbar' is unticked. Next, left click on a blank part of your taskbar and hold the button down and drag the bar to the bottom. It may go to the side then the bottom but once you have it down there again, right click it and tick the 'lock the taskbar' again.

You drag your mouse to where the taskbar and then hold it down while you drag it to where you want it to be. It sounds like you might have a virus or some malware. You should scan your computer just to be safe.

click and drag it back to the bottom .right hit on the taskbar .hit on lock taskbar

Just click and drag somewhere on the tool bar and drag it, if it wont budge, right click on it and uncheck lock the taskbar.
