It depends on how you want to learn. A lot of chat rooms and blogs are written with very poor language skills, including a lot of grammatical errors and spelling errors. If you want to learn a language, it is best to get tapes from a language company and listen to as much as possible. Also, go to movies in the original language with subtitles. That will get you used to the sound of the language, and you will be able to have some understanding at the same time. If you live in areas that get American or English tourists, engage them in conversation. Don't be shy. Practice as much as you can.
There are quite a number of on-line English web sites. I mention four below. Just google "learning english on line" and you will come up with a whole list of possibilities.
