Has to be expected when 80% of your tax dollar is stolen and the rest poorly managed.

It figures, blame Bush.
So, are we to assume that Nagin and his administration has absolutely no responsibility in what took place in New Orleans after Katrina? The Federal government can only give aid when asked for. Many of the neighborhoods that people lived in were just abandoned. Many of the people who lived in those neighborhoods never returned. Should the Federal Government have just gone into the neighborhoods demolish everything and rebuild it no questions asked? For who? Also, many of the people from the poorer neighborhoods never applied for assitance from the Federal Government. They submitted insurance claims and took whatever money was offered them by the insurance companies as payment in full. They didn't appeal decisions and they didn't apply for aid and many of them didn't use the money they received to fix their homes in New Orleans. They used the money to start life over wherever it is they landed after the storm. So should it be the top priority for the Federal Government to go into these neighborhoods and clean up the rubble left behind by these people? Where is Nagins responsibility in all of this? They dumped hundreds of millions of dollars into rebuilding the football stadium. How far would one million dollars have gone to clean up some of these neighborhoods? What about the State of Louisianna? Should they be making it a priority to clean up these areas? Or does all the responsibility fall on the Bush Administration?
As for Ground Zero. Talk to the Port Authority for New York. They are in charge of rebuilding at Ground Zero. The Federal Government fulfilled their obligation to New York IMMEDIATELY following the attacks on 9/11. The owners of the World Trade Center received billions of dollars in insurance claims for what happened. Who is responsible for "filling" that hole? I certainly don't want to pay for it with my tax dollars.
You folks want to blindly blame Bush for anything and everything. Does it even occur to any of you that there are other people and entities that have dropped the ball where certain things have happened?

We are still here.
Unfortunately, when politicians get involved in what should be handled and managed by the private sector, they tend to screw things up royally.

A $3 trillion deficit doesn't really lend itself to basic repairs and remodeling.
