There is an identity that says:
cosA - cosB = 2sin[(A + B) / 2] * sin[(B - A) / 2]

Letting A = 2x + 2h, and B = 2x - 2h, we have:
(A + B) / 2 = 2x, and (B - A) / 2 = -2h

Therefore, [cos(2x + 2h) - cos(2x -2h)] / h

= 2sin(2x) * sin(-2h) / h

= -2sin(2x) * sin(2h) / h
