Probably not as the cops who chase the reckless driver will only cause them to speed up. As for those who smoke exhaust...well they have their own problems.

The smokey cars because I am allergic. The reckless drivers because that is just way too dangerous. Speeders, well then I would have to report myself so...I don't think so.

Yeah, I would especially if their are little kids at play around. Reckless drivers need to consider all people.
