It's a small, 3 foot tall refrigerator. I can hear it running, and the bar on the inside is just barely getting cold. No brand is listed. It's functioning at room temperature. Any suggestions would be appreciated.

Depends on the age. If, it not get a leak and lose the Freon, the Compressor may be going bad. Usually cheaper to replace. If it fairly new it may be something with the Thermostat, but, if it running it should be getting too cold. Check the coils on back and make sure they not covered in dust.
Sorry, this all I know.

You have what is known as a "dorm" ref. A small non-self defrosting ref. I have a feeling that some one manually defosted it with a "ice-pick" and puntured the freon line in the freezer section. Check inside the freezer for nicks or tiny holes.

probably need freon. Don't know that you could do it yourself though. and to hire someone, well it would probably be cheeper to get a new one.
Defrost if needed though that could help a lot.
