Starter, alternator and battery were replaced recently. When I try to restart, it sounds as though it's turning over but it doesn't.

you may have some bad starter cables or connections if i remember correctly fords have a remote mounted starter solenoid/relay usualy againts the Above Wheelwell, On RH Front Fender Apron. if it sounds like its cranking but very slow or no power the solenoid can be bad or the cables can be corroded internaly

try the brain or the H2o censer...
I had a 94...great driven cars...

did you try the catalytic converter i had a car once that did that and that's what it was
