I witnessed a young man yelling and hitting a litte girl in the park. I confronted him. He called me many obscene things (I didn't care, I was worried about the girl). He took off with her in his car. I got his make, approx model and license plate number & reported it to the cops. I went to the station for three days. The cop didn't follow up. I reported it to CPS-nothing!
What else can I do?

You did all you can do.

I would think there could be the chance that someone did follow up (or will), but these situations are kept confidential; so you may never know about it.

There is also the chance they didn't see it as reason to follow up. A little girl in Massachusetts was being abused by her adoptive parents, and the authorities believed the little girl was harming herself - until she ended up in a coma.

PS may not always tell you what they did. I suspect that they did nothing because they have even worse cases to check on. Abuse has to be really, really bad before they take a child out of the home. Pray for her and for him, if you are a spiritual person.
