Your operator can block the IMEI, provided that they can verify that you owned the phone (i.e. the IMEI is in their records they have for you) - this is to stop you barring an ex boyfriend's phone etc.
Within a day, all operators in your country will also have the IMEI barred, so the phone can't be used at all in the country. Unfortunately, it can be used overseas.
If the police recover the phone, you operator has the technology to unbar the phone.
In exceptional circumstances, the police can ask the operator to allow the phone to be used, but all activity recorded. To record the conversations, they would need a court order. The phone theft would have to be linked to a serious crime in this case.

Dial your cellphone number and hope someone answers it who is honest and willing to help. In the meantime report it lost in case someone does turn it into the police.
If someone has stolen it - your cell phone service provider should be able to track it down..., if it has blue tooth technology. Sometimes they can track it down without it.
