I have an indoor plant with lots of "branches", one of which stopped growing, it closed itself at the end. How and where do I cut the end, or what else can I do to make it go back to growing? (All the other branches are growing without any problems, it's a healthy plant).

Without knowing the plant, this is hard to anwer. For example, in conifers, the growing point it only at the tip. There are not viable buds back down the stem, so if the tip is removed, there's no way the branch can continue growing.

Other type plants may have viable buds back along the stem, such as snuggled up near or at the leaf axil (leaf stem attaches). Cutting back to one of these side branches might intiate growth. There's no guarantee the bud is still viable as some have only a limited life.

So look back along the branch, where the leaves attach to the stem and see if there's a lump or bud in the axil or in the area. If so, you've got a chance growth could resume.....maybe.

Could be the plant will initiate new growth for you when it is healthy enough and has enough stored food energy to resume growth.

You present several additional questions then I may help however.
I will give a standarded answer on prunning Techniques.
1) First have good Sharpe prunning hand prunners:
Then cut the branch close to what is called a noddule>
It may appear like a small pimple just little below where you want to cut at and angle 45% not a straight cut but angle.
Then fertizle with either one of Dr. Shultz, or Planter Grow or
any of the other Mercule-Grow fertililzer,

Make sure that you cut it under water when you cut it, cut it at about a 45 degree angle under warm water about 2inch from the bottom of the branch

One way is to cut it at a 45degree angle 2 inches from the end. if it is really healthy just let it run its course and it will most likely be fine
