Yes, it would be a good thing. The most stark contrast is Russia and the USA in the past. In the USA people used to assimilate to reduce ethnic diversity, and USA was a melting pot, with a few enclaves of specific ethnicities, but the children would try to attain assimilation into the mainstream. After all, there was a good reason they left their home country.
In the old Russia, there were(and are) a great many pockets of ethnicity, and the country was so large, there was little incentive to assimilate. Even if one moved to a large city, the train system was good enought to go back to the lands of ones nativity, and keep those ties. Although Russia is one country, there are many civil wars going on at any time. Chechnya is just the tip of the iceberg.
I don't think there need to be limits to reducing cultural diversity. People will always tend to find things to identify others, and consequently form groups based on some criteria. If everyone was roughly the same height, shape and coloration, people would still find distinctions.
Differences of cultures do help to realize new ways of viewing things, and advance the society as a whole, but the important thing is to adhere to those cultural mores which are the most productive, and tolerate differences and see if there is something of value which had been previously unknown.
People fear a vanilla existence because it is unknown, but they underestimate the human ability to adapt and change, and seek out and discover new perspectives.

Not really. I don't think there should be limits, but I think that ethnic groups will still continue to stick to themselves even though the world is "globalizing".

And you would have to take into account same ethic types will still reproduce.
