every time i send an email it doesnt send i keep receiving a message saying that my smto server is not responding what does this mean ?

if it just happens once in awhile then wait and try again later. If consistent then contact your ISP..

I don't know i also have problems with using the email from outlook it never say send nor is there a send anywhere to be found! and i just look at what i have written and then look for anything to tell me send the email and i be like "wht in the world is this??"

Now i must say someone has told you about disabling something!

Here is Microsofts free number alright you dont have to pay them and you know if your any manufacter you have a problem with pertaining to any thing always go directly to the company for a specific question or need!
and I mean no harm i learned this valuable lesson from experience!

In 99% of the time this is caused by a software conflict.

I've seen cases caused by the antivirus email scanner was responsible but most of the time it's because of spyware.

Simply disable all your startup programs by..
- click start->Run
- type "msconfig" and press OK
- go on the Startup tab on the top right
- click "disable all"
- go to the Services tab
- put a checkmark to hide all Microsoft services at the bottom of the window
- click "disable all"
- retry your email

If that fixes it, you could go back in msconfig and reactivate the disabled items in an organized fashion so you can identify which one causes the issue. Of course the safest approach is to research each of them individually.

Try this Way:

Goto->accounts->click on mail option->select the yahoo account->click on properties->cleck on servers->enable my server requries authentication->click on advanced ->enable leave a copy of message on server.
