The streets are wet because it shows up on camera...I heard that when the pavement is dry it washes out the scene...

I was watching a commentary edition of "Halloween" the other night and they said that while they had to film it in differnt location other then the city portrayed (filmed in Southern California) they had to also deal with seasons and weather.
In fact there is a scene where she is walking on min down a street clear of water or anything and the next second she's on rainy streets. (it had rained the night before). In the commentary they said this was not by choice but timming.
Sometimes a movie crew has to deal with the elements. Die Hard 2 was a good example of this. They wanted to film at Dulles International (same place its set) but lack of snow prohibited this. Only Denver fit the bill.

There not always wet. Take a closer look next time a street is featured in a scene.

i live in ogden utah where alot of movies and tv are filmed on 25th st. i was watching keaneu reeves film here. it was the middle of july, but the film crew was awesome at making it look like christmas, they had snow machines and high pressure hoses to get the affects they wanted. the street was wet all the time because the script called for alot of fast driving by reeves. then they filmed firestarter2 here and they blew up a mockup hotel, that was awesome. the tv show everwood was based here. they bulit dr. browns office as just a facade with nouthing behind it and filmed inside shots in salt lake. but they filmed in winter, ogden gets its share of rain and snow, so the streets and walks were usually wet.

It sends a subliminal message of leaking/wetworks.
It signifies rain & everyone feels lonely or dispair when it rains.
Thunderstorms are connected w/ rain.
Or, it could go the other way.
And represent a cleansing. A renewing.

cuz wet roads are always more dramatic and I think they make the echoing footsteps louder......
