you can't do it. I know where everybody got 325. But when you say something like 1/4, it's 25% of 1. Like a quarter is 25% of a dollar. A fraction is a percentage of a whole, which is 1. You saying 3 1/4, you are not saying what it is the percentage of. Do you mean, how much percentage is 3 1/4 of 10, 20? There is no way you can solve that.

If that's whole number 3 and the fraction 1/4, then what you have is 325%. Each whole number is 100%, and 1/4 is the same as 25% (because 1/4 = 25/100, and that's what a percent is, it's how much you have out of 100), therefore 3 * 100% + 25% = 325%.
