That is a HUGE topic. There are so many players regarding Humans Rights. There are states, IGOs, INGOs, NGOs, victims of human rights abuses, laws, etc etc etc. You could talk about if international law protecting humans rights are efficient? (including Supranational Orgs like the EU, and Intergovernmental orgs like the UN) (the answer is not very, since states have to give permission for the UN to come in and place war criminals on trial)
Focus on ONE issue. For example (just one of many)
I would speak about human rights, are they truly universal? Who defined who Human Rights are? (The UN) What about culture? Has the West defined what human rights are? So where does that leave the East? Ie. Genital Mutilation in Subsarhan Africa
Controversial, indeed. (I would say they are universal, but there's a great argument to why they are not)
There is an article called Are Human Rights Universal? by Thomas Franke. My IAF class used it for an exam, it's excellent. I miraculously was able to find it online, it's linked below.
But remember, a thesis statement should express one main idea. Readers need to be able to see that your paper has one main point. If your thesis expresses more than one idea, then you might confuse readers bout the subject of your paper.
Next, a strong thesis statement takes some sort of stand. Ok so remember that your thesis needs to show your conclusions about a subject. AND the thesis takes a stand. It should be possible for reasonable people to disagree on the subject you're exploring in your paper. Because a good thesis indicates your point of view on this subject, it should justify discussion of the topic.
Ok so for example...
"Companies need to exploit the marketing potential of the Internet, and web pages can provide both advertising and customer support."
So this statement is weak because a reader wouldn't be able to decide if the paper is about marketing on the Internet or web pages. So, a better way of putting it...
"Because the Internet is filled with tremendous marketing potential, companies should exploit this potential by using web pages that offer both advertising and customer support.
This is Strong thesis statement because it shows the relationship between two ideas. A GREAT many clear and engaging thesis statements contain words like because, since, so, although, unless, and however.
A strong thesis statement is also specific. It will show your reader exactly what your paper will be about. Also, by making it specific it will help restrict your paper to a manageable subject.
A thesis statement should not be more than a couple sentences. The rest of the intro should be used to detail how you are going to prove your assertion.
Good luck!

Perhaps start with something like this and research thoroughly, using footnotes and bibliography:
Thesis
For many Americans our civil rights are a sacred possession, but one that is often taken for granted. We, in America, have groups to defend and support us in the event of an abuse against our civil rights. However, in many countries this is not the case. Right now there are more than 460,000 Sierra Leone refugees who have been displaced in a horrific violation of human rights (USCR 1). This is the result of a harsh violation of human rights laws, as protected in the United Nations Declaration of Human Rights, in the small country of Sierra Leone on the East Coast of Africa. The problem in Sierra Leone is the obvious and horrific violation of human rights during the war.
