depends on what you define as a wheel...

18 rubber wheels. 1 5th wheel. 1 steering wheel. the list goes on and on with all kinds of wheels... fly wheels, etc.

Ever since a tandem drive tractor with 3 axles started pulling tandem trailers with 2 axles there have been 18 wheels on the road. Any other number disqualifies it as an 18 wheeler.

The 18 wheeler came about when cb radio was very popular and was meant for any large truck on the road. The absolute number of wheels was unimportant so long as it was more than 10.
There were other names for other vehicles but I don't recall.

18, thats why it is called and 18 wheeler. 10 on the tractor and 8 on the trailer.

19 if you count the steering wheel. 10 if it's just the tractor.(In some cases only six) Depending on the trailer it could have 18 or 14 possibly 22. ( If it's a "low boy". Also depends on the tractor.) If the tractor is running "super singles" six plus the trailer. Or Six plus the trailer plus the steering wheel. Forget it I'm getting confused! I forgot about tandems!
