I think it started wtih the first 2 ppl on earth... Adam and Eve, they were naked but then when they gave into satan and sinned by eating the apple from the tree God told them not to, they felt shame and realized they were naked and tried to hide, and thats when they started making things to cover their bodies.

Probably ancient men, once they got cold. once culture had evolved, clothing may have become -as today - a social symbol representing your status.
