White collar crimes are pretty much people with good jobs (aka business executives etc.) who do something illeagal related with their jobs. For instance inside stock trading. And I believe it is treated more leniently.

Since we've defined "White Collar crime" I'll attack the second part of the question.

If someone is convicted illegal business practices, they will have any licence they had revoked and they will never be in a position to commit that type of crime again. If they do get a job, they won't have access to money and the will be closely supervised. Repeat offenders are basically unheard of, so there really isn't a huge point in sending these people to jail.

Fines and restitutions hit these people much harder than jail time. How exactly are you protecting society by having an accountant sit in government paid prison. If a kid is writing on the wall with crayons, throwing all the crayons aways is a much better punishment than sending the kid to time out. I hope that analogy makes sense.

White Collar Crime is like white collar work--- it is not physical. An example of white collar crime is when some accountant, (white collar job), decides he thinks he's smart enough to manage the book keeping of a company's finances, in a way so that he can sneak out money for himself.
Blue collar crime is like when a guy who works in a factory, ( blue collar job), and makes minimum wage decides he can't afford to buy his kid diapers and beats the heck out of a person walking down the street and takes his wallet.

Sometimes I believe White Collar crime is treated less severely because the people committing the crime are often, considered 'respectable citizens', or people like themselves, by judges and juries.
But in reality, the real reason is because white collar crime is not violent and blue collar crime more often is.

No propensity for violence is the largest factor. Usually it is also a victimless crime where the victim has no face but that of an insured corporation.
