Let's put it this way .. if you already have a celeron, and you want to create music with it, then go for it. I say, use what is in your hand and then upgrade as you are able to, according to your needs.

If you are considering the purchase of a computer, then do yourself a favor and spend the extra $100-200 to get a decent processor, even if it means saving up for another couple of months or whatever.

Some years back, my choice for a laptop was one with a celeron processor or no laptop at all (i.e. new) ... so, even though i knew better, I went with the celeron. I didn't toss it over the side of a bridge, but there were times I wanted too ... much slower than it should have been .... I loved having it ... but I wont make that mistake again (it has since been replaced).

It depends really. Personally I'd never use Celeron for anything "professional" considering it's a cheap processor. However if you're looking to just toy around with music creation for fun, then Celeron should work well for you. But if you're looking to make a business out of this, then I'd recommend a better processor.
