Sounds like you are about 15 years late on the latest service time! It sounds like the transmission filter may be full of "junk" and is plugging up enough that the oil won't go through very well when cold (is thick cold),- after it is heated up (it is thinner), so it goes through ok! The "whine" is called "cavitating" -- it is air bubbles going through the oil pump, - because not enough oil flow is available!
I would recommend dropping the trans. oil pan and putting in a new filter, and then new transmission oil, it may make it come to life again like it should be! Of course if you want to wait for total failure, just keep using it this way, -- it shouldn't take long!

Change fluid and Filter, put two o-rings on pickup tube going into the front pump. Especially if it's a plastic pickup tube. Known to leak air into the pump. The old style steel tube is better. Shallow pan Turbo 400's are very susceptible to aeration if over full also. check fluid level hot at idle
Kinda sounds like the piston seals are getting old and brittle, and leaking alot of apply pressure off the different clutch packs. Pump is probably getting worn too. It might last awhile??

in the 400 there is a screen filter in the valve body that is plugging up
rebuilding is cheap compared to overdrives
u might be able to do it yourself if your clean and understand the written word
Peterson library .com should be able to help get u thru the rebuild

i would get it fixed right away,before it leaves you stranded,sounds to me like the front pump is about ready to go.
