Their mom took the kids over to mexico when she went back to live over there from tx but their dad lives here in texas. The dad's not related to me but in the family by marriage and he's illegally here that's why he can't go pick them up. They're mom is giving him permission to bring them back to tx and is willing to sign any notarized forms. He has asked me to pick them up for him. What precautions or any info whatsoever regarding this topic can ya'll give me? Any helpful phone numbers?

It might be helpful to consult a lawyer on this one! One that specializes in immigration law would be nice.

you have to do it illegally then
along the mexican border at exactly between gates finch and alouster there is mainly unguarded territory, if there r any guards , shifts change at 5pm and 5am. U will have to in dark. I suggest u also dress like a Texan wid a big hat or smthg. just be careful.
