I am guessing here, but perhaps because their lives and business are conducted away from daylight and normal channels. (i.e., dark alleys, smoky bars, abandoned warehouses--all that stuff from the movies). Also, it might have something to do with being "above the law" or in this case, probably the opposite.

because when we mention sky we mean amibitious, good world, to go high but when we say under it refers as sumthin negative so dats y underworld, like under means down so its sumthin like going down or person who is already there in thw down

think it through -- the underworld is the abode of the dead, that is, hell. lifelong criminals are bound for hell, so may as well consider them already there.
